In 3 weeks we will have the Carnival Cabalgata and our theme is Pirates, while our costumes are easy to make, how do you dress a horse up as a pirate? Or how can you decorate your horse to match with the pirate theme?

I think I would have to dress him as a parrot. instead of a parrot on the pirates shoulder, the pirate would be on the parrots back. You could color his tail with the spray in colors and put feather boas on him, don't know how you could make him a beak

Our "Paso Fiesta" group rode in the Fernandina pirate parade one year. We didn't go as pirates, but went with more of a "mermaid", or water sprite look. We decorated the horses with gold coin and tassle trim neck pieces, and put strands of coin trim and beaded streamers in their manes. Their bridles we trimmed with gold foil and gold braid.
I've attached a couple pictures of me and my gelding in our "gypsy" attrire just to give you idea of what I'm talking about. We always try to "honor" the horse and decorate them in a way that accents them. None of us like to degrade our horses. Decorations should be tastefull and not detract or take away from the horse's natural beauty. Just my opnion.
