Actually 117V AC is more like 175V peak voltage on a sine wave. if it were distilled water in the pool they'd be OK, as that's non conductive, but just as soon as some mineral is added, such as chlorine, they asking for a buzz, but that may not happen untill someone steps out and has one foot in water and one on the ground. potentual deadly buzz! otherwise it'll just short out to itself.
