Take THIS is the same spirit. I am not sure we should use the dirt to raise the levees.
Have you heard that people on the police force are leaving and no new ones are coming to replace them? Just use your imagination what that city is going to be like in the near future. Maybe use the dirt to build a wall around it so no one can get out, and no one can go in.
