Halter size?

What halter size will fit this Mini Horse? She's a full grown female, so I guess , the adult size?

And what about an adult Shetland? A Horse Halter will fit her if you put it on the last hole, will this do too?

I had a question:
What is the difference between Cob size and horse Size, Looking at the magazines and on the internet I can't really tell the size. When I bought the last batch of halters a while back I bought them by weight ranges. and small, medium, Large. I don't like ordering something and then having to return it because it doesn't fit. I like the halters that can be adjusted but not all of them are adjustable.

Cob size is usually for large ponies - generally fit most pasos unless they have a big head ;-)
